Ministry of Housing and Construction: From 2019, municipalities at prefecture level and above should start the work of domestic waste classification in an all-round way.

But now, standing in front of the big trash can, you may have to hesitate for a while. How should you throw the trash?


In 2017, China's "Implementation Plan of Domestic Waste Classification System" was formally implemented, which clearly took the lead in implementing compulsory classification of domestic waste in 46 key cities. Starting this year, municipalities at and above the prefecture level should start the work of sorting domestic waste in an all-round way. So, how can we separate the garbage? And can you tell clearly from beginning to end?


Shanghai is one of the 46 key cities that took the lead in implementing the compulsory classification of domestic waste. According to reports, the awareness rate of Shanghai residents on garbage classification has reached 99%. At the operational level, Shanghai is in accordance with the requirements of "classified delivery, classified collection, classified transportation, and classified disposal", in order to build a whole-process classification system of domestic waste. In the community, red, blue, green, black, brown, different colors distinguish harmful garbage, recyclable garbage, glass, dry garbage, wet garbage and other types of garbage cans.


Faced with these classified trash cans, how can we make people spend some time to separate the trash and throw it away? After all, "throw it away" is much easier. There are 180 households in Hongqiao Street, Changning District, Shanghai. In the opening link, Hu Yu-ang, Secretary of the Party and Labor Committee of Hongqiao Street, Shanghai, said that they have set up green accounts to stimulate active household classification with public welfare activities, so that households can understand the importance and necessity of current waste reduction and waste classification from the aspects of theory, current situation and resource reuse.


Hu Yuang introduced: "Our green account has three ways of exchange, the first is to exchange physical goods, the second is to exchange services, such as the cleaning of lampblack machine. The third is the exchange of public goods, that is, points can be turned into help materials, so that we not only classify garbage, but also make it into the community's public welfare chain. We have also introduced social organizations to provide environmental protection courses and supply chain support for the community.


However, in the promotion process of garbage classification, garbage "mixed loading and mixed transportation" has become a "roadblock": in some places, residents classified and put it in. As a result, when the garbage is shipped, the separated garbage is mixed up again. Residents feel "useless". Anyway, it will be "mixed loading and mixed transportation", and it will no longer be classified and put in. As a result, the subsequent classification work is even more impossible to talk about.


In order to avoid "mixed transportation" after classified delivery, Tang Guofu, deputy director of Shanghai Greening and Municipal Appearance Administration, introduced that their practice was to distinguish harmful garbage, recyclables, wet garbage and dry garbage, send different vehicles to pick them up, and at the same time, clearly publicize the collection time, vehicle type logo to accept supervision. He said: "The time for sorting and clearing garbage in Shanghai is different. For example, wet garbage may come in the morning, twice a day, and dry garbage once or twice a day. Therefore, the barrel and vehicle color identification and other aspects to be clear, so that everyone has a sense of.


On January 31 this year, Shanghai passed the Regulations on the Management of Domestic Waste in Shanghai, which will be put into effect on July 1 this year. Chen Yin, vice mayor of Shanghai, introduced that in 2018, 16 domestic waste disposal facilities were fully launched, including 7 incineration sites, 8 wet refuse sites and 1 landfill site. By 2020, the comprehensive disposal capacity of municipal solid waste in Shanghai will reach 328,000 tons per day, and the disposal capacity of wet waste will reach 7,000 tons per day. Last year, more than 10,000 units were inspected, 836 rectification notices and 157 penalty orders were issued.


At present, people in the industry feedback that wet garbage treatment process and follow-up disposal link is still facing technical difficulties.

Statistics from the Ministry of Housing and Urban-Rural Construction show that by the end of 2018, 46 cities had started domestic waste classification in an all-round way. The coverage rate of residential quarters carrying out garbage classification reached 23.6%. The central units, troops stationed in Beijing and provincial authorities have carried out domestic garbage classification in an all-round way.


The relevant person in charge of the Ministry of Housing and Construction said that this year will promote the classification and treatment of domestic waste. This paper summarizes the experience of 46 cities in the pilot test, combines the activities of creating a better environment and a happy life, and comprehensively carries out the classification of domestic waste in cities at and above the local level.


Today (21) the national municipal solid waste classification work site meeting also pointed out that at present, waste classification collection, transportation and disposal facilities are still short board. From 2019, municipalities at and above the prefecture level will start the work of domestic waste classification in an all-round way; by the end of 2020, 46 key cities will have basically built garbage classification and treatment systems; and by the end of 2025, municipalities at and above the prefecture level will have basically built garbage classification and treatment systems.
