Notice on Further Opening National Environmental Protection Facilities and Municipal Sewage and Waste Treatment Facilities to the Public

Polaris Water Treatment Network News: Recently, the Ministry of Ecological Environment and the Ministry of Housing and Construction jointly issued a notice to further improve the national environmental protection facilities and municipal sewage and garbage treatment facilities to open to the public. By the end of 2020, at least one environmental monitoring facility, one municipal sewage treatment facility, one garbage treatment facility and one hazardous waste centralized disposal or waste electrical and electronic products treatment facility will be open to the public regularly for public visits in all prefecture-level cities and above. All four types of facilities at prefecture level and above are encouraged to be open. Details are as follows:

Notice on Further Opening National Environmental Protection Facilities and Municipal Sewage and Waste Treatment Facilities to the Public


Environmental Protection Department (Bureau) of provinces, autonomous regions and municipalities directly under the Central Government, Environmental Protection Bureau of Xinjiang Production and Construction Corps, Housing and Urban-Rural Construction Department of provinces and autonomous regions, Water Affairs Department of Hainan Province, Urban Management Committee of municipalities directly under the Central Government (Municipal Appearance and Landscape Committee, Greening Municipal Appearance Bureau, Water Bureau), Housing and Urban-Rural Construction Bureau of Xinjiang Production and Construction Corps:


In order to implement the spirit of the Nineteenth National Congress of the Communist Party of China and the requirements of "Environmental Protection Facilities and Municipal Sewage and Waste Treatment Facilities Open to the Society" in "Opinions of the State Council of the Central Committee of the Communist Party of China on Enhancing the Protection of the Ecological Environment in an All-round Way and Fighting the Strong Battle of Pollution Prevention and Control", and in conjunction with the implementation of "Guid (Environmental Education No. 62, 2017). The requirements for the opening of facilities will be further notified as follows:


I. Working objectives


(1) Overall objectives


By the end of 2020, at least one environmental monitoring facility, one municipal sewage treatment facility, one garbage treatment facility and one hazardous waste centralized disposal or waste electrical and electronic products treatment facility will be open to the public regularly for public visits in all prefecture-level cities and above. All four types of facilities at prefecture level and above are encouraged to be open.


(2) Phased objectives


Achieve the overall goal in three years. By the end of 2018, 2019 and 2020, the proportion of open cities with four types of facilities in all provinces (districts and municipalities) will reach 30%, 70% and 100% respectively.


II. Open Conditions


Local ecological environment departments and Housing Urban and rural construction (drainage and sanitation) departments should clarify the necessary conditions and requirements for facility opening, strengthen the overall arrangement and guidance of public opening work, and provide necessary support to promote various facility units to meet the opening requirements as soon as possible and open to the public.


(1) Opening units shall have all or part of the facilities specified in the "Guidelines for the Opening of Environmental Monitoring Facilities to the Public (Trial Implementation)" and other four types of facilities, and the facilities shall operate steadily and discharge up to the standard.


(2) Opening units shall have relevant facilities to ensure the safety of visitors, provide necessary safety protective equipment, plan reasonable visiting routes and route signs, and ensure the safety of the visiting process.


(3) Open-door units should have full-time (part-time) commentators, who should be trained by their own units and passed the examination.


(4) In view of the ecological and environmental problems of general concern to the public (such as processing technology, processing effect, monitoring procedures, etc.), the opening units and relevant departments should seize the key links and key issues, design explanatory contents for different groups of people, and provide corresponding propaganda materials, including promotional folders, posters and short videos.


III. Management Requirements


Local eco-environmental departments, together with housing and Urban-Rural Construction (drainage and sanitation) departments, shall, in accordance with the requirements of phased objectives, select facilities that meet the opening conditions or have a better foundation for opening up, formulate annual implementation plans for opening up in accordance with the requirements of organizing at least one opening activity every two months, and report the list of facilities to the public before the end of April of that year to the ecological environment. The Ministry of Border and the Ministry of Housing, Urban and Rural Construction (see annex for the submission format, the list of all kinds of open facilities in 2018 can be submitted by the end of September 2018) and made public to the public. Relevant departments should strictly standardize management requirements, clarify the opening process, guide facilities listed in the open list to prepare, implement and summarize the organizational preparations for the opening activities in an orderly and effective manner, so as to ensure the smooth development of the opening work.


(1) Activity preparation


1. Open-door units should do a good job of site protection measures and emergency plans to ensure the safety of visitors.


2. Opening units should train and conduct on-site exercises for lecturers and guides, and design different content and presentation forms for different groups.


3. Local eco-environmental departments and open units should plan and produce a series of publicity products, rationally design routes and do a good job of open site layout, and make full use of various media resources to do a good job of pre-publicity.


4. Local eco-environmental departments and open-door units should coordinate the time for different groups of people, such as booking registration visits and collective organization visits, organize open-door activities in an orderly manner, and actively invite people from all walks of life, such as deputies to the NPC, members of the CPPCC, social organizations, students, community residents and employees of enterprises, to participate in open-door activities.


5. Opening units can be combined with fixed sites, mobile facilities or online platforms and other forms of open, flexible preparations for on-site activities.


(2) Implementation of activities


1. Local eco-environmental departments and open units should publish information on participation methods, opening hours, places and visiting contents of open activities on information platforms such as traditional media and internet, organize the registration work well, and timely review the information of visitors and notify the results of the audit. Visitors should register the relevant information truthfully and provide false information.
