In order to implement the spirit of the Notice of the General Office of the State Council of the Central Office of the Communist Party of China on the Issuance of the "Three-year Action Plan for the Renovation of Rural Human Settlements Environment", to do a good job in the investigation and control of informal garbage dumps, and to promote the implementation of the "Three-year Action Plan for the Renovation of Rural Human Settlements Environment", the following is hereby notified:


I. Overall requirements


In accordance with the "three-year action plan for the improvement of rural human settlements environment" on the deployment of "carrying out investigation and treatment of informal waste dump sites, focusing on the treatment of garbage hills, garbage surrounding villages, garbage dam, industrial pollution `going up hills to the countryside'", adhering to the principles of "treating both the root causes and the root causes, giving prominence to key points and classifying treatment", and adopting positive, stable, practical and effective management measures, We will strengthen the construction of waste treatment facilities, strengthen supervision and management of illegal and illegal transfer of municipal and industrial solid waste to rural areas, and enforce law enforcement and inspection. We will actively digest the stock of informal waste dumps and strictly control the increment. By the end of 2020, the illegal and illegal transfer of urban and industrial solid waste to rural areas will be basically curbed, and the regulation of informal waste dumps in rural areas will be basically completed.


2. Conduct solid and orderly investigation and treatment of irregular refuse dump sites


(1) Carpet survey. Provincial housing, urban and rural construction, ecological environment, water conservancy, agriculture and rural departments (hereinafter referred to as the provincial four departments) should urge the relevant departments of cities and counties to carry out the investigation of informal waste dumps in accordance with the requirements of the Notice of the Office of the Ministry of Housing, Urban and Rural Construction (Establishment of Village No. 2, 2017), and all kinds of informal waste dumps and rivers formed by the disorder of urban and rural waste dumps. A carpet survey is organized in counties (cities and districts) for floating garbage of a certain scale in lakes and hydro-junctions. The key areas for the carpet survey are the urban-rural junction, the environmentally sensitive areas, the main traffic arteries and the management scope of rivers (lakes) and hydro-junctions. The results of the investigation are entered into the national information system for the investigation and treatment of informal waste dumps (http://czjs.mohurd.gov.cn, hereinafter referred to as information system). After the investigation, the relevant departments at the county level shall form a report on the investigation of the informal waste dump sites in their respective counties (cities and districts), and upload the information system with the consent of the responsible comrades of the relevant work of the people's government at the county level. Four provincial departments should select some counties (cities and districts) to conduct on-site checks on the investigation of informal garbage dump sites, focusing on whether or not there are omissions or omissions, and notify and investigate the responsibility of relevant personnel for such acts as omissions or omissions. The above work will be completed by 30 June 2018.


(2) Establishment of desk accounts. For 27,000 irregular garbage dump sites and newly identified irregular garbage dump sites entered into the information system in 2017, the relevant departments at the county level shall establish a checking and remediation desk account in accordance with the requirements of document No. 2 of Jianshangcun [2017]. The contents of the desk account shall include the location, main components, storage period, size of the stack and remediation technology of the irregular garbage dump sites in the county (city, district). Method, responsible person and contact method, etc. Four provincial departments collected and audited the ledgers of the county-level informal waste dump checking and remediation workbench, which were uploaded to the information system before the end of July 2018.


(3) Formulating a work programme for rectification. Four provincial departments should urge the relevant departments at the county level to formulate a work plan for the regulation of informal waste dump sites in accordance with the capacity of waste terminal treatment facilities, their own economic conditions and the pollution level of informal waste dump sites in the region. The work programme should clearly define the objectives and annual tasks for the renovation of informal garbage dump sites, the specific departments responsible for the work, and the methods for supervision and inspection by the end of 2020. Among them, by the end of 2019, the county-level and above centralized drinking water source protection areas and the people strongly reflect the regulation of informal waste dump sites.


(4) To carry out remediation one by one. Four provincial departments should urge the relevant departments at the county level to assess the pollution level, risk level and excavation conditions according to the location, scale, proportion of organic matter, surrounding environment, hydrogeological conditions and lateral and bottom infiltration of different informal waste dumps, and to determine the technical methods and carry out remediation measures one by one. For those with more construction garbage and less organic garbage, soil-covered greening can be adopted; for those with higher organic garbage, vertical anti-seepage treatment can be increased, and leachate can be extracted and treated separately; for those with serious pollution, which are located in environmentally sensitive areas and are excavated conditionally, removal or excavation screening treatment should be carried out. For the existing "waste dam" water conservancy projects, it is necessary to regularly organize garbage salvage and cleaning and follow-up treatment. Except processed agricultural production wastes (such as livestock and poultry manure, straw), other wastes shall not enter the farmland.


(5) Establishing a rolling sales number system. Four provincial departments should urge the relevant departments at the county level to check and rectify the work table accounts in comparison with the informal waste dump sites at the county level.
